Abstract. The work is devoted to discussion, both for legal and economic science, issues related to the functioning of modern money, identifying areas for improvement of the existing “legal” in the field of monetary relations, affecting the ability of the authorities to regulate the monetary sector of the Russian economy. The monograph is intended for researchers, teachers, high school students, undergraduates and students. Materials monographs are also of interest for employees of the Bank of Russia, the Government of the Russian Federation. The work is based on research conducted in the University within the framework of the Fiscal budget.
