Abstract

Subject/topic/research The approaches of individual leading technological countries aimed at strengthening control over technology transfer into the system of production of goods and services are analyzed

Goals/objectives. Identify the main trends and specific features of the scientific and technological development of the analyzed states and, based on the analysis, formulate recommendations for increasing the level of technological sovereignty of Russia

Methodology Analysis of documents regulating the scientific and technological policy of the analyzed foreign countries and their technological sovereignty.

Results/conclusions and suggestions Proposals for creating a model of Russia’s sovereign technological development that ensures sustainable economic growth and the achievement of technological sovereignty in education, science and production in the medium and long term.

«The ABC» of challenging decisions on administrative offenses provided for in article 12.21.1 of the code of administrative offences of the Russian Federation

Annotation

Subject/Topic The article presents current regulatory legal acts governing the transportation of oversized and heavy loads by road in Russia. It covers specific issues related to the organization and control of such transportation, fines for violating established rules, and the procedure for challenging administrative offense rulings in court (as provided for by Article 12.21.1 of the Code of Administrative Offenses of the Russian Federation).

Goals/Objectives The goal of the article is to analyze the procedural mechanisms for challenging rulings in cases of administrative offenses provided for by Article 12.21.1 of the Code of Administrative Offenses of the Russian Federation, as well as to provide practical recommendations for the effective protection of the rights and legitimate interests of individuals held administratively liable. The research objectives include analyzing current legislation regulating relations arising from the movement of heavy and oversized vehicles, the procedure for challenging administrative offense rulings provided for by Article 12.21.1 of the Code of Administrative Offenses of the Russian Federation, and studying current judicial practice.

Methodology The preparation of the article utilized formal-legal, logical, and normative-doctrinal methods of scientific cognition, as well as the analysis of statistics and judicial practice.

Results/Conclusions The authors conclude that despite the growth in the volume of transportation and freight turnover by road, the industry faces serious challenges associated with the tightening of administrative regulation. They emphasize that further improvement of legislation and the development of the weight and dimension control system are aimed at ensuring a balance of interests between the state and conscientious carriers, in order to maintain market stability and prevent the exit of honest participants from it.

Integral model for assessing the Efцfectiveness of regional innovation policy

Abstract

Subject/topic. This article examines the assessment of the effectiveness of regional innovation policy in the context of intensifying global technological competition and structural transformations of the world economy. It is substantiated that regional innovation policy acts as a key instrument for ensuring sustainable socio-economic development and enhancing national competitiveness. It is established that existing approaches to evaluating innovation development are fragmented and are generally limited to the analysis of individual resource or performance indicators. At the same time, insufficient attention is given to the institutional structure of the regional innovation system, human capital, and the sustainability of the innovation environment.

Objectives. The aim of the study is to develop an integral model for assessing the effectiveness of regional innovation policy, providing a comprehensive analysis of regional innovation development based on a multi-component structure of the innovation system.

Methodology. The research methodology is based on the application of system and comparative analysis, synthesis, economic and statistical methods, as well as index modeling and data normalization techniques.

Conclusions. It is determined that existing cost-based, performance-based, and institutional approaches to evaluating innovation policy have limited explanatory power and do not allow for capturing the interconnections between key elements of the innovation system. The proposed integral model, including financial-economic, institutional-organizational, socio-human capital components, and a sustainability block, provides a more comprehensive assessment of regional innovation development.

Results/practical implications. The study results in the development of an integral assessment tool for regional innovation policy, which can be applied by public authorities and regional administrations in designing and adjusting innovation strategies, identifying structural imbalances, and improving the effectiveness of regional innovation systems.

The impact of integrating esg principles on business process transformation

Annotation

Subject The subject of this research is the factors of ESG transformation and their impact on the sustainable development of companies in a changing external environment.

Goal The purpose of this article is to identify the key external and internal drivers of ESG practices implementation in Russian businesses and determine their economic effects on companies.

Methodology The study is based on PESTEL analysis, SWOT analysis, analysis of external and internal factors of sustainable development, and an overview of regulatory, market, and behavioral trends affecting the ESG agenda.

Results. The article shows that the ESG agenda in Russia is developing under the influence of regulatory requirements, changes in the structure of investors, growing consumer demand for sustainable goods, digitalization, and technological innovations. It also reveals that the implementation of ESG practices helps to reduce costs, increase employee attractiveness, strengthen supply chains, and increase the competitiveness of companies.

Conclusions The authors conclude that ESG transformation is not only a response to external challenges, but also a strategic tool for increasing business sustainability. The further development of the ESG agenda requires a combination of digital solutions, government support, and the adaptation of sustainable development practices to the specific needs of companies.

Abstract

Subject/Topic International airline alliances as an institutional form of airline cooperation in the global air travel market amid a fragmented global economy. Output International airline alliances remain important amid a fragmented global economy, but their structure and format are evolving. In addition to traditional alliances (Star Alliance, Oneworld, SkyTeam), regional partnerships, bilateral agreements, and digital platforms are developing. This allows air carriers to maintain global connectivity despite political and economic barriers.

Key aspects of efficiency of digital relationship marketing in the air transport services market

Annotation

Subject/topic The article assesses the effectiveness of marketing decisions within the framework of the functioning of Russian digital ecosystems of air carriers, which determine consumer behavior in the air transport services market. It is shown that the effectiveness of marketing decisions depends on specific indicators that determine the specifics of the Russian aviation industry. The article analyzes the development of digital air marketing relationships in recent years and highlights the role of existing digital ecosystems.

Goals/tasks Formulate a set of methodological recommendations for assessing the effectiveness of marketing decisions made by aviation transport companies and firms that are part of the digital marketing market ecosystem. Develop a system of indicators that allow for evaluating the effectiveness of implemented marketing strategies.

Methodology The research methodology is based on the theory of economic efficiency, marketing theory, and management theory. Some aspects are based on the theory of organizations and the theory of networks.

Conclusions Methodological recommendations have been developed to improve the efficiency of marketing solutions, which involve the use of a system of indicators specific to the aviation industry: the degree of use of blockchain platforms, the environmental friendliness of aviation technologies and the transition to biofuels, the expansion of mobile app options for aviation carriers, the percentage of digital innovation in the modification of superjets, helicopters, and aviation equipment, and the scale of digital design of airliners.

TopicStrategicmanagementandsustainabledevelopmentin the era of digitaltransformation is extremelyrelevant,givenglobalchallengessuchasclimate change,socialinequalityandstakeholderpressure,whichguidecompanies to reviewtheirgoals,integratingenvironmental,socialandgovernance(ESG)principlesintotheircorestrategy.Sustainability is becomingnotjust a trend,but a keyfactor in long-termcompetitivenessandriskreduction.Duringtheconference, theSection of YoungScientistson the introduction of the digitalrublehighlightedimportantfactors of digitaltransformation,which is radicallychanging the businessenvironment.Technologies(bigdata,AI, the Internet of Things)createnewopportunitiesforoptimization,innovation, andvaluecreation,but at the same time require a radicaloverhaul of businessmodels,operations, andcorporateculture.

Goals/objectives To study the preparations for the introduction of the digital ruble as an additional form of national currency issued by the Bank of Russia. Assessment of the impact of digital currency on the financial system, problems of implementation, new opportunities for the economy, and the availability of payments.

Methodology Study of the evolution of digitalmoney, the role of the digitalrublein the ecosystem,assessment of the impact of the digitalrubleonaccountingandtaxaccounting,features of the regulatoryframeworkandmethods for assessing the economiceffectiveness of the introduction of the digitalruble. The theoretical and methodologicalfoundations of centralbankdigitalcurrencies(CBDCs)andtheirimplementationincludemodernmonetarytheory,digitalmoneyconcepts,bankingtheory, andinstitutionalanalysis of financialsystems.Somekeycharacteristicsof a CBDC are:Centralizedissuance by centralbanks;Providinglegalprotection to users;Tightlylinking the exchange rateto the nationalcurrency; and the possibility of directinteractionbetween the centralbankandendusers,bypassingtraditionalbankinginstitutions.Duringthediscussion, the speakersandparticipantsdiscussed the following issues:-thepossibility of blockingdigitalwalletsby a courtdecisionor an executiveauthority;abandonthedigitalruble; will the digitalrublereplacetraditionalmoney; about the possibility of blockingdigitalwalletsby a courtdecisionor an executiveauthority,transferringcontrol of digitalwallets of incapacitatedpersons to guardiansandotherlegalrepresentatives,andothers.

Results/conclusions There is a critical need to synchronize the two vectors of the digital ruble implementation: modern strategic management should not only implement digital tools for profit growth, but also use them to achieve sustainable development goals, for example, to increase energy efficiency, create a circular economy or ensure transparency of supply chains. Companies that combine the digital environment with responsible practices will ensure strategic advantage and sustainable development in the long term.
